Legal basis


Kyrgyz Express Post LLC (KEP) has been operating in the postal market of Kyrgyzstan since 16 March 2012 under the unlimited license no. 16-0028-КR granted on 19.08.16 by the State Communication Agency of the Government of the Kyrgyz Republic, providing a wide range of postal, financial and other services both to individuals and legal entities.

Pursuant to the decision of the Ministry of Transport and Communications of the Kyrgyz Republic dated 7 December 2012, Kyrgyz Express Post LLC was granted the status of second designated postal operator of Kyrgyzstan, which was further confirmed by the Universal Postal Union International Bureau circular 83 of 21 May 2013. As a result, the information about KEP has been included in the basic UPU records and placed on the following pages of the UPU website www.upu.int:

eCommerce and other services 

In addition to provision of standard postal services, KEP offers a wide range of value-added services. KEP is up to date actively promoting Electronic Commerce (eCommerce) in Kyrgyzstan, giving its clients the opportunity to work with virtual PO Boxes, providing convenient solutions for integration with other systems.

The development of Electronic Commerce is not the only goal of Kyrgyz Express Post. KEP also works with cargo transportation both from abroad and across the territory of the EAEU. A unique approach to each client allows KEP to be flexible enough to deal with the new directions in the business.

Moreover, KEP has been working with major online stores for several years, granting them with a wide range of postal services. With its own printing facilities, KEP also provides various companies with the mass mailing of letter-post, which is especially demanded in Western Europe and the USA.

 

Philately

Inasmuch as KEP provides postal delivery services on the basis of established tariffs, it has been decided to issue postage stamps of the second designated postal operator of the Kyrgyz Republic. The issue of each stamp goes through an approval process under the supervision of the Ministry of Transport and Communications of the Kyrgyz Republic (currently the State Committee for Information Technology and Communications of the Kyrgyz Republic).

KEP stamps represent a real payment instrument, ensuring payment for services of forwarding postal items from Kyrgyzstan to all UPU member countries. KEP stamps are sold at their face value. All mail sendings franked with KEP stamps can be executed only at KEP offices.

KEP stamps are a new phenomenon in the 175-year-old worldwide tradition of stamp issuing: for the first time in philatelic history the second postal operator of an UPU member country, designated according to article 2 of the Universal Postal Convention and operating throughout the entire territory of Kyrgyzstan, uses its own stamps for postage.
